The way I understand these youth conservation corps programs, it's basically federal money, but the programs are administered by the states.



I think that's correct. But in CA it's more of an alternative to incarceration for kids. Not a bad plan, but no real budget, and the projects are minuscule.

Seems like a win-win-win to me.

Of course, we would have to stop fighting and spending billions on the other side of the world to allow this to happen. Too many young people wasting their lives there.
