Economists, tho, don't think FDR's work programs did much good, and may even of hurt by taking money from businesses that otherwise might have done this work.

And you should understand that the primary motivation behind the WPA was security, not economic development. The WPA was mainly a way of getting millions of homeless men out of the cities and into rural areas where they could be more easily controlled.

There are all sorts of practical reasons why this might not be enacted, but there is the REAL reason:

The National Recovery Act that enabled programs like the CCC and the WPA was an EMERGENCY measure. Now with everything going SO GREAT right now in America (just read the newspaper, everything is fine, all declines are "unexpected"), why would we need such emergency legislation?
