There's a certainly similarity between those sermons and sayings throughout the Gospels that have cause textual experts to conclude they're based on another book they are calling "Q". One theory is that many decades before what we consider as the time of Christ there was another religious leader who traveled throughout the mid-east preaching, and his followers collected together his sayings in this book "Q". As time went on he became a mythological figure, with various sects creating a person behind these sayings. During the years before the Jewish Revolt it was only natural that this mythological figure becomes a sort of resistance fighter against the Romans. Basically most non-white foreigners have zero morals with respect to laws/taxes/etc, since they come from countries where laws are generally not respected or followed at all. Anyone who has driven in a 3rd world country will understand.

1) One family will buy a cash business of some sort like the gas station or hotel. If they lacked the capital it's borrowed under the table from a member of their ethnic group. This provides money laundering and untaxed income for the lender, and the borrower gets a loan he otherwise couldn't get through legitimate means.
2) The business will always show a small loss or break even at best - they don't pay any taxes. Easy to do with a business that takes in plenty of cash. I see well off foreigners all the time bust out food stamps at the grocery store.
3) The business provides untaxed income for family members who in addition to not paying taxes now qualify for all sorts of government aid like food stamps, section 8 housing, education assistance, etc.
5) Oftentimes one family member will obtain a legitimate job with good health benefits and fraudulently use the insurance for family members. Doctors of the same ethnicity are more than happy to treat entire extended families under the same insurance plan. Everything is just billed under the one patient's name.

Well, the thing is that in countries like India and Pakistan, where the average yearly income is only a few thousand dollars, people have to engage in various scams and underground trading just to survive. Former commnunist countries like Russia operated underground is a similar fashion.

Convenience stores and gas stations are perfect businesses for laundering money. No one can tell how much cash you collect in a day. Ideal if you have a large extended family and they came from a culture where most people are used to making a living in less than legal activities.
