What city has cheap rent but is still safe and has a decent standard of living?

I just need cheap rent and an internet connnection. It doesn't have to be a world class city, but I don't want to live in the middle of nowhere.

while part of the equation, cheap rent ain't everything. Usually cheap rent = rural shithole or ghetto.

Define cheap rent.

Also make sure to included: cheap utilities, good weather cheap food into the equation as well.
